US proposes AI incident notifications to China
Treasury Secretary Scott Bessent told reporters after Sunday talks in New York that the US wants a US–China AI dialogue with a notification system for AI incidents that rise to national-security level. Chip export controls were off the table for that track; Beijing has not said whether it accepts.

Anthropic weighs a new model as Astra eats enterprise spend
Three sources told Reuters Anthropic is considering a new release to blunt GPT-6 Astra’s enterprise momentum, even after CEO Dario Amodei publicly urged the industry to slow capability gains. Ramp data cited in the report put Astra at about 13% of tracked enterprise AI spend versus about 8% for Claude Fable.
Alibaba ships Qwen-Image-2.1 — free weights, gated commerce
Qwen’s 7B image model dropped Sep 20 with native transparency and up to ten reference images. Weights are on Hugging Face, but the Qwen Research License bars commercial use without a separate deal — the clause that dominated the HN thread more than the benchmarks.
